Big Tech warns of €115 billion cost for Europe's digital independence with proposed Cloud and AI Development Act

The European Commission's proposed Cloud and AI Development Act (CADA) aims to ensure digital independence for Europe by regulating cloud services and AI development. The CADA proposes four tiers of requirements for cloud services, with public bodies selecting a tier based on the risk involved. The upper tiers demand tighter control over who owns a provider and who controls its software.

What breaks when the model touches the framebuffer

The ECIPE, a Brussels-based think tank, has estimated the 10-year cost of these rules to be around €115 billion. This cost includes one-off software rewriting, which the Commission's impact assessment misses. The study was funded by the CCIA, a tech trade group with members like Amazon, Google, Intel, Cloudflare, Apple, and Meta.

Four rules we use to prevent coordinate drift

The ECIPE modeled three scenarios for the period between 2027 and 2036, with the narrow one estimating a cost of €35.6 billion, the middle one estimating €73.2 billion, and the wide one estimating €115.4 billion. These costs will have a significant impact on the development of cloud computing and artificial intelligence in Europe. The digital sovereignty of Europe will depend on its ability to regulate these technologies and ensure that they align with its values and interests.

What is the Cloud and AI Development Act

The Cloud and AI Development Act is a proposed regulation by the European Commission that aims to ensure digital independence for Europe by regulating cloud services and AI development.

How will the CADA impact cloud services

The CADA will impact cloud services by introducing four tiers of requirements, with public bodies selecting a tier based on the risk involved. This will lead to tighter control over who owns a provider and who controls its software.

What are the benefits of digital independence

Digital independence will allow Europe to regulate its own digital infrastructure, ensuring that it aligns with its values and interests. This will also enable Europe to protect its data protection and cybersecurity.

How will the CADA impact AI development

The CADA will impact AI development by introducing regulations that ensure AI systems are transparent, explainable, and fair. This will lead to more trustworthy AI systems that align with European values.

The EU cloud strategy will play a crucial role in ensuring digital independence for Europe. The strategy will focus on developing a robust and secure cloud infrastructure that aligns with European values and interests.
